Some Cities Make Feeding Homeless Illegal

According to USA Today, such cities as Orlando, Dallas, and Las Vegas are making it illegal or expensive and difficult for charitable groups to feed the homeless. Some are offering all sorts of rationales, like wanting to control where the homeless congregate "so homeless people can also get services such as addiction counseling and job training." And I"m sure that they are interested in cotrolling where they gather - right outside the cities in question.
Comments:
A lot of people that feeding homeless people is encouraging them rather than getting out of their homelessness. They reduce the homeless people to a societal waste on our streets as if they were part of the stray cat population. I'd like to ask these people, do you know anyone who is mentally ill? I think that people have become so disconnected from the people around them to care anymore. My mom was mentally ill and could have been out on the streets like many mentally ill people are. I would hope someone would have the compassion to offer food to her. There is more good than harm from giving away your leftovers you were going to throw away.

Do you think banning the feeding really solves the problem? Won't they just go to another location?
